In an older house, the floor you're replacing may be older than you think — sometimes a layer or two of vinyl tile or sheet flooring under the carpet. The U.S. EPA warns that some older flooring and its backing can contain asbestos. Its guidance says not to sand, scrape, or try to level flooring that may contain asbestos, and that when asbestos flooring needs replacing, the new floor covering should go over it if possible.
So we look at what's there before anything gets torn out. If there's old vinyl we can't identify, we talk through the options with you first — including covering it with a new floor instead of pulling it up.
Indian Head's town building permit covers exterior construction and alterations, so new floors inside the house aren't what it's for. Charles County lists floor laying, carpet, and tile work among the jobs that don't need a residential permit. If structural subfloor or joist repair comes up, we check which permits apply before that work starts.
