Finishing a basement is an alteration, and alterations are on Charles County's list of work that needs a residential permit from the Department of Planning & Growth Management. Plumbing and electrical permits are pulled separately by licensed trades through the county's Citizen Self Service portal. Building and trade inspections on county permits are done by Planchek, Inc. We coordinate all of it so the inspections line up with the work.
If you're in St. Charles, the village Planning and Design Review Boards and neighborhood HOAs review changes to the outside of the house. A basement finished entirely inside doesn't change the outside. The exception is an egress window, which is an exterior change — if your plan includes one, check your association's rules and we'll give you what you need for the application.
When there's no room to build out, the lower level is the place to grow. Good lighting, a full-height ceiling where the ducts allow it, and a floor that runs through without breaks make the space feel like part of the house instead of a basement. We plan around the stairs and the mechanical room so the finished area is as open as it can be.
