Bryans Road isn't an incorporated town, so Charles County's rules apply, and finishing a basement is an alteration that needs a county residential permit. If your home is on a well or septic system, there's another step before that permit is issued.
The Charles County Health Department has its own pre-approval for building permits. Its form says permits to finish a basement require an existing floor plan and a proposed floor plan, it asks how many bedrooms are being added, and it notes that a septic inspection by a Maryland-licensed inspector is often required. The form says the review takes two weeks.
So if you're on septic, we draw both floor plans, answer the bedroom question up front, and build the two-week review into the schedule. That way nobody is surprised when the permit takes longer than the county process alone would.
