St. Mary's County's deck guide says building permits are required for all decks, and it lists the 2018 International Residential Code as the county building code. The steps are simple once you know them:
1. We draw a plot plan to scale showing your house, the deck, and its distance to the property lines.
2. We file the application with the Department of Land Use & Growth Management and track it in the county's eTRAKiT system.
3. The county's building inspections are done by MDIA (Middle Department Inspection Agency), and the deck guide says the inspection form and fee must be on file with the inspection agency 24 hours before the footing inspection is requested. We get that done before we dig.
4. We schedule each MDIA inspection as the build moves along.
A screened porch lets you use the backyard in spring and fall without the bugs. It can be built new or added over an existing deck. When it goes over a deck, we check the footings and framing first — a roof and screen walls put more weight on a frame than open decking does.
