If you're finishing a basement and want a bedroom down there, the room needs a way out besides the stairs. That's what an egress window is: an opening big enough, and low enough, to climb out of in an emergency, with a window well outside if the opening sits below grade.
Cutting one in means cutting the foundation wall, so it's structural work. In St. Mary's County that goes through a building permit from the Department of Land Use & Growth Management, and building inspections are done by MDIA. We size the opening to code, file the permit, and schedule the inspection. If the rest of the basement is part of the job, our finished basement crew handles that too.
