If you live in St. Charles, your village has its own Planning and Design Review Board — Smallwood, Fairway, Westlake, and Wooded Glen each have one. Those boards and the neighborhood HOAs review changes to the outside of your home, and the community's own guidance says no work can begin until the approvals are in hand.
